If you’re planning to build a new home in New South Wales, you’ll hear the term BASIX certificate early in the process. It’s a mandatory requirement for virtually all new residential construction in NSW — and understanding what it covers will help you make smarter decisions about your home’s design, materials, and long-term energy costs.

What Is a BASIX Certificate?

BASIX stands for Building Sustainability Index. It’s a NSW Government initiative administered by the NSW Department of Planning that sets minimum sustainability standards for all new homes and major renovations in the state. A BASIX certificate confirms that your proposed home design meets target benchmarks for water efficiency, thermal comfort, and energy use.

Your BASIX certificate must be submitted as part of your development application (DA) or complying development certificate (CDC) — without it, your project cannot receive approval.

What Does BASIX Assess?

BASIX evaluates your home design across three main areas:

  • Water: Your home must achieve a minimum water efficiency score — typically met through rainwater tanks, water-efficient fixtures (taps, showers, toilets), and drought-tolerant landscaping
  • Energy: Your home must achieve a minimum energy efficiency score — addressed through insulation, glazing, artificial lighting, heating and cooling systems, and hot water systems
  • Thermal comfort: Your home must be designed to maintain comfortable internal temperatures without excessive reliance on mechanical heating or cooling — primarily achieved through orientation, insulation, and window placement

Updated BASIX Standards from October 2023

In October 2023, NSW upgraded its BASIX standards significantly — particularly for energy efficiency. New homes must now achieve a higher energy score, which in practice means most new builds require better insulation ratings, more efficient glazing, LED lighting throughout, and high-efficiency hot water systems (such as heat pump hot water). These changes increased upfront construction cost slightly but deliver meaningfully lower energy bills for homeowners.

Key design decisions influenced by BASIX include: roof orientation and pitch, window size and placement, insulation specification, choice of hot water system, inclusion of a rainwater tank, and external shading devices.
